Vail is not a town on paper. Voters turned down incorporation again in November 2023, so it remains unincorporated Pima County, and county rules cover every fence here. Permits and local rules
Vail is unincorporated, so Pima County Development Services is the permit office. The county lists non-retaining walls and fences no more than 7 feet high as not needing a building permit. On lots of one acre or more, the county zoning code allows walls or fences up to 8 feet in side and rear yards. Work in a mapped floodplain needs a Floodplain Use Permit.
